4.  4 Place and compact base rock in lifts to engineered specs 
5.  5 Pave with hot-mix asphalt or form and pour concrete 
6.  6 Finish shoulders, edges, and final drainage grading

Hot-mix asphalt (2–4 inch depth) or reinforced concrete (4–6 inch)

Engineered drainage — culverts, swales, and ditches
